I think we can straight away remove E because of usage of which and awkward construction
In A effectiveness is compared with public and private schools
In B effectiveness is compared with that of public and private schools education
C is not too different from A other than of home-schools, but the comparison is still incorrect
D correctly compares the effectiveness with that of public and private schools

I feel B is more convincing than D .... home-schooling means education at home, which is compared to education at private and public schools.
Can someone clarify on this?
