Therefore the expensive research into electric vehicle technologies is not cost effective and should be stopped. Incorrect as X does not exceed Y (point i.) and does not satisfy point ii. either

However, traditional wood materials (X) can be used to produce structures at an even lower cost and with greater safety. Wooden construction materials should be used for future home construction. Correct - X provides greater safety (satisfies point i.), is lower in cost (ii.) and the conclusion says X should be used in the future therefore ending the use of Y (point iii.) satisfies all three argument structure points.

I agree with you Kritisood but I think C is not a clear winner for these reasons:
1. The argument's conclusion is about ending development (your point iii.) which matches A&B but not C. C only mentions usage
2. The structure 1. performance 2. price 3. development is represented by A&B, but not C
So I chose B, even though the performance of X is not better than that of Y
