2 ppl can miss if
AB miss C hits
A hits BC miss
B Hits and AC miss

multiplying all combinations I got .154

0.9*0.3*0.4 + 0.1*0.3*0.6 + 0.1*0.7*0.4

0.108 + 0.018 + 0.028 = 0.154
