Considering that you were around 550 sometime back and you have prepared afterwards, i would suggest that you check your current performance level in Quant and Verbal so that you know where to improve. Do the following to check your current performance:

To some extent, Yes. You need to be very specific with the areas you need to improve upon and how much to improve.
2. Should I focus only on the 600-700 Gmatclub questions?
You may not focus on 700+ questions, but you surely need to be competent with questions from 600-700 if you are to score around 650.
3. Should I get a private tutor, for example for a couple of hours who could analyse my problems?
A private tutor may or may not help considering the following.
• Lack of quality teachers.
• Inability to provide real time feedback.
• Their strategy of approaching questions may be different from yours.
