The official answer is A. My concern is shouln't it be "
denotes a once ubiquitous, sometimes criticized, AND still popular course of study". In other words doesn't the missing AND make the sentence wrong even though it's the best choice anong others.

I got A.
each "once ubiquitous, sometimes criticized, still popular" points to the course of study. "And" would have made it better, but b/c of limited resources you have to chose A.
