The comparison is between the sentences today with those sentences of the early West. The plural demonstrative pronoun 'those in' vouches for that.

(A) compared to the days of the early West when -- faulty comparison of sentences with the days
(B) compared with those in the days of the early West in which -- 'in which' is incorrect. The adverb 'when' is required to refer to the time.

(C) Compared with those in the days of the early West when -- The best choice.
(D) in comparison with them of the early Western days when-- The subject sentences requires another subject pronoun namely 'those" the object pronoun 'them' is wrong.
(E) In comparison to the days of the early West in which -- 1.Comparison to the days is wrong, 2. "In which" is wrong
C is the correct answer

Option C

A) INCORRECT! Wrong comparison between sentences and the days.
B) INCORRECT! Since we are talking about days, the use of "in which" can be improved.
C) CORRECT!
D) INCORRECT! The use of "them" leads to some ambiguity.
E) INCORRECT! Same as A)

C is the right answer in my view.

In this sentence, a comparison is made between sentences of convicted rustlers today and sentences of rustlers in the days of the early west. We must ensure the items being compared are parallel.

In A, the comparison is between sentences of convicted rustlers today and the days of the early West. This is an illogical, non-parallel comparison. The same illogical comparison in A is repeated in E as well. Eliminate A and E based on this.
A demonstrative pronoun those rather than the object pronoun them is needed here to point back to sentences. We can eliminate D based on this.
Between B and C, I opt for C over B because when is used to modify today in the non-underlined portion of the sentence. The use of when suggests a specific point in time that is today. Hence, to maintain parallelism between the timeframes, I opt for C because C also use when to modify the days of the early west.

Today, even when rustlers are convicted, their sentences tend to be light compared to the days of the early West when cattle rustlers were hanged from the nearest tree.

(A) compared to the days of the early West when
(B) compared with those in the days of the early West in which
(C) compared with those in the days of the early West when
(D) in comparison with them of the early Western days when
(E) in comparison to the days of the early West in which

(E) in comparison to the days of the early West in which

NOTES: comparison between "sentences x sentences"; "when" is used to describe time.

Today, even when rustlers are convicted, their sentences tend to be light compared to the days of the early West when cattle rustlers were hanged from the nearest tree.

(A) compared to the days of the early West when - WRONG. wrong comparison of 'sentences' and 'days'.
(B) compared with those in the days of the early West in which - WRONG. 'in which' is wrong usage for timeline.
(C) compared with those in the days of the early West when - CORRECT. 'Those' is correctly compared to 'sentences' and 'when' is also correctly used.
(D) in comparison with them of the early Western days when - WRONG. 'them of' is wrong.
(E) in comparison to the days of the early West in which - WRONG. wrong comparison.

IMO Answer C.

Compared with those correctly refers to sentences. the sentence also maintains parallelism while comparing the days of rustlers to the cattle rustlers were convicted.
