Well, what can I say. At least I did not go below my previous score of 620. I was hoping for a better score but... 
The quantitative part was little harder than I expected. Permutations were really easy. There was one question though that really stunned me.
The verbal was too time consuming. Towards the end I had to guess for three or four questions.
Do you think 640 could get me to a business Ph.D. in US. I am hoping for an average university. My MBA GPA is 4.0 and undergrad is 3.24. Work experience is 7 years managerial. Teaching experience 1 year and continuing. 2 unpublished projects for bankers association and a master thesis.

do you think I should repeat the GMAT which I feel exhausted and drained financially. I also do not want to miss application deadlines as for some Ph.D. programs admission is on a rolling basis.

I think you should try once again but this time, when you are preparing for the test, do focus on verbal.
I admit that V29 is rather low and definitely below your average
Therefore, you have all chances to improve your final score.
