This is a very badly written sentence, and a terrible explanation! None of the answer choices here are completely grammatically correct. Choice A is definitely incorrect -- the extra "and" is unnecessary. There is no reason that we need to have "can" in all of the last three reasons. Choice B applies parallelism the best, and is mostly correct. Here is a version of the sentence that would be correct, which is closest to choice B:
In Hinduism, cows are considered sacred and are given the highest respect because they provide a constant supply of milk, their dung can be used as fertilizer for plants, their hair can be used for making paintbrushes, and their urine can be used as a therapeutic agent to prevent various diseases.
