In the website they say... "A new video essay section that allows the entire admissions team to meet applicants – wherever they are in the world" Does it not mean applicants not interviewed still have a chance ?

Sorry dude, but I don't think that's the case. A short video in which you answer a random question can't replace a 45' interview. IMO, the best scenario for people who did not interview would be the waitlist.
