B) that if the H5N1 avian flu strain does begin to spread from person to person, antivirals  be  sprayed over the affected geographical areas --- Correct use of "be" as sentence is in subjunctive mood

C) that antivirals  should be  sprayed over the affected geographical areas, if the H5N1 avian flu strain does begin to spread from person to person --- "should be" shows compulsion

D) if the H5N1 avian flu strain does begin to spread from person to person, antivirals  should be  sprayed over the affected geographical areas -- "should be" shows compulsion

But in conditional sentence active passive voice must be parallel, both voice can't be part of conditional at a time. So, how B is correct??

Anyone please tell explain why the usage of "are" is wrong.

And in the if part we have "does". than how we decided that " in than part subjunctive should be use and "be" would be use in "than" part only not in if part.
