Can someone please explain why "than" in E is better than "rather than" in D?

The non underlined portion of the question already has "better" so comparison is already implied. Rather is also used for choose between option. Correct usage of Rather will be x rather than Y. Her the correct usage in this example is better served by X than Y.

To answer your query, the inclusion of "rather" in Option E leads to an idiom error comparative adjective along the lines of "more" and "less" ("better served" in this sentence) must have a logical sequence with "than"; in this case "better served...than" is the correct, idiomatic construction, and the inclusion of "rather" violates this construction.
