Investors in the project, one who is Russian, will take part in more than 30 projects in the Federal Development Programme of the Kaliningrad Region, which will continue until 2010.

A) one who is Russian, will take a part in // does not sound natural. You may simply say Russian one.

B) one of them who is Russian, will take part in // keep it

C) and one of them who is Russian, will be taking part in // wordy. "and" is wrong. The future contributions tense is wrong.

D) one of whom is Russian, will take part in // concise and elegant, better than B. So, correct.

E) one of which is Russian, will take part in // "which" is used for animals or inanimate objects.

My answer is (D). It took me 23 seconds.

(A) While we may be tempted to dismiss this option as ungrammatical, it might actually mean something if we believe "one" serves as an appositive (and “who is Russian” modifies "one"). Because "who is Russian" clearly indicates that "one" must be a person, we cannot find the noun that "one" modifies. So (A) is out.
(B) "One of them is Russian" is an independent clause. This version can be eliminated because of "comma splice".
(C) Among other things, "who is Russian" modifies "them".
(E) "one of which" indicates that it modifies "the project", but the project is already singular. It does not make sense to say "one of the project".

"one of whom is Russian, will take part in"

shouldn't whom be used always as a object in the sentence?

Mary talked to Martha, whom she has to teach === > So whom is the object, on which she has to teach?

Similarly here - "one of whom is Russian" = > Here one of whom is the subject for is Russian?

What am i missing here?

The major issue that jumps out immediately in this sentence is the concept of “sub-group modifiers”, which are used to make a clarification or describe some PART of the larger group rather than the whole.

The main clause discusses a group of “investors” and the author wants to further describe one member of this larger group. The author want to let us know that this one person is Russian.

-A-

“Investors in the project, one who is Russian ...,

The issue here is the redundancy of using both the pronoun “one” and then the Relative Pronoun “who” as subjects of a new Dependent Clause.

If instead of using a pronoun I were to use the person’s name, the sentence would sound like this:

“Mike who is American likes to go to the movies...”

It becomes clearer that a Subject followed immediately by the Relative Pronoun “who” (without any separation in between) is not the correct sentence construction.

Also, the author’s intent is to modify and describe a certain person who is part of this larger group of investors.

It does not appear that the author wants to form an independent thought about this person. Since the author is not intending to form a new action or event involving this particular person, the use of a “Subject Pronoun” to start a new dependent clause is not appropriate.

The intended meaning is to further tell us that this one person is Russian....and that’s it.

Further, idiomatically, we tend to say that a person “takes part in” an event. This means the person will participate in the event. To say that the person “will take A PART in” the event changes the meaning slightly. Someone could interpret this to mean that the person will physically take something, namely “a part.” Or, perhaps “a part” could refer to a specific role that the person has chosen to accept such that he or she “will take A PART in.”

Regardless, neither is the intended meaning.

A is wrong

-B-
“.... one of them who is Russian....”

While B seems to correct the idiom issue in A by substituting “will take part in”, the sentence in B still repeats the same error as A does.

Since the author is referring to this specific person and describing him, the “Object-Case” Pronoun “whom” is more appropriate. The author is not trying to form a new clause with this one Russian person as the Subject, such that using “who” as the relative pronoun/Subject would make sense.

More importantly, the same error of repeating Pronouns is present again.

“.... one of THEM WHO....”

“Them” and “one of them” is a noun phrase. We could clarify and describe the one Russian person by using, for instance, an absolute phrase.

“The group of investors, one of them Russian,....”

This [noun + noun modifier] type structure (appositive phrase) might be considered correct if not for the Relative Pronoun “who” that immediately follows “them”.

Aside from the redundancy/ incorrect grammar issue of using a regular pronoun “them” followed by the relative pronoun “who”, whenever a relative pronoun such as “who” is used, it kicks off a relative clause that requires a main verb.

Looking at the sentence again, this is not an issue. Regardless, B is still wrong because of the issues mentioned above.

B is wrong

-C-

“Investors in the project and one of them who is Russian, will take part in....”

This part of the sentence repeats the “Repeat Pronoun Issue” discussed above in Answers A and B.

The intent of the author in this sentence is to say that there is a group of investors who will take part in the event..... “Oh, and by the way, I want you to know one of the investors is Russian.”

The way the sentence in Answer C is written, there are 2 groups taking part in the event (not just 1 investor group that includes a Russian.)

As the sentence is written, a group of investors is taking part AND a Russian person who is part of the group is ALSO taking part.

TWO Nouns as the Subject of the main sentence separated by “and” is generally viewed as a Compound Subject. In this way, the inclusion of the “and” without a comma changes the meaning of the sentence.

C is wrong

-E-

“Investors in the project, one of which is Russian, will take part in...”

This is the close, runner-up Answer Choice.

The sub-group modifier “one of which” does not suffer from the same issue of a Double Subject Pronoun like in Answers A and B.

Also, the relative pronoun “which” is correctly followed by a working verb to complete the relative clause, noun modifier.

However, the investors in the project are people. The author wants you to know that one of these investors is Russian. Referring to the group of PEOPLE with the “Object Case” Pronoun “which” is not idiomatic.

When we modify people in a sentence and refer to them in the Object Case, we generally use the Relative Pronoun “whom.” This is the “Object Case” Pronoun used to refer to a person who is not the main subject of the relative clause that follows.

For this reason, E is wrong.

-D is the Correct Answer-

“Investors in this project, one of whom is Russian, will take part in...”

The Double-Subject Pronoun Issue that is present in the other answer choices does not exist in D.

Further, the author uses the “Object Case” Pronoun “whom” to clarify and describe a certain person who is part of this group of investors.

As a sub-group modifier that is non-essential to the sentence, we can remove the modifier “ .. , one of whom is Russian, ..” and the author still conveys his main point to the reader.

The author is telling us that “this group of investors will take part in....and for your further knowledge, one of the people that forms this group is Russian.”

The sentence provided by Answer D expresses the intended meaning without any of the sentence construction errors present in the other answer choices.

-D-
