If someone is at GMAT 650 score, should he apply for a GMAT waiver or try to compensate a below-median score through other parts of the application?
Also, how does one compensate for a relatively lower Verbal score on GMAT with?

swim2109, you can compensate for a lower GMAT by showing either quantitative or communication-heavy work experience. This can come through in your resume (data analysis, quant-heavy rigor) or communication skills (understanding complex concepts, communicating clearly, cross-cultural communication, etc.). You can also guide your recommenders to highlight these sorts of traits and skills. You can describe these traits and skills as parts of the stories you tell (and how you tell them) in your essays. Lastly, you can write an optional essay addressing the low GMAT score and citing other experiences in which you’ve demonstrated the quant/verbal aptitude (perhaps undergrad, additional coursework, your professional life or extracurriculars).
Have you taken the GMAT more than once? Unless you think that 650 is your highest potential score, I encourage you to consider retaking. A higher score will help demonstrate your academic aptitude, but the track record of improvement can also demonstrate your persistence, self awareness and growth mindset.
