To answer your question,
1.)You have to submit your scores along with your application; however, in special cases, the school may permit the submission of scores post-application (for that, write to the admissions department regarding the delay in score submission).
2.)Generally, Recommendation letters need to be submitted along with your application. However, B-Schools are willing to provide around 24-48 hrs grace period as they understand that LORs is something dependent upon the third party. But it's always wise to confirm with the respective B-school!
