A. twice as much vials in a minute as the old machine, which was decommissioned last year, has.
INCORRECT. 'much' with vials is inaccurate. Also 'tense' using has at the end does not go with the time context of the sentence.
B. double the vials in a minute than that the old machine, which was decommissioned last year, did.
INCORRECT Use of 'than' is incorrect. We are not using a 'than' comparison. We can just say 'double the vials that the old machine ... did'
C. twice as many vials in a minute as the old machine, which was decommissioned last year, filled.
CORRECT
D. as many as twice the vials that the old machine, which was decommissioned last year, has.
INCORRECT . We would associate twice with a number, so here we need to say 'as many as twice the number of vials.. Also 'has' is a suspect in this sentence.
E. two times the vials in a minute than the old machine, which was decommissioned last year, filled.
INCORRECT Again 'than' is not needed. We say 'x is two times of y' and 'not x is two times than y'

This is mainly a comparison question, and we need to figure out the correct items being compared.
Correct option C
A. twice as much vials in a minute as the old machine, which was decommissioned last year, has. - "the old machine filled" will be the right comparison, not the "old machine has"
B. double the vials in a minute than that the old machine, which was decommissioned last year, did. - Here, old machine did is correct. But "than that the old machine" that is referring to some noun, mostly vials. The comparison is incorrect because of usage of Double. We can use double only as adjectives, not adverbs. Correct word is twice here.
C. twice as many vials in a minute as the old machine, which was decommissioned last year, filled. - Comparison is between vials and old machine. "new machine fills twice as many vials as the old machine filled." - Correct option.

A. Filling of vials is the number of vials filled. So, “many” should be used instead of “much”. So A is incorrect
B. The old machine filled the vials. So “filled” needs to be used.
C. Correctly uses “many” and “filled”.
D. “as many as twice the vials” use is awkward. And use of “has” is incorrect.
E. “two times the vials in a minute” use is awkward.
Hence answer choice (C). IMO
