SU infra peaked in 1958 at 24% of its gdp then had steadily declined till 1980 at 15%. so there was no other drop in b/w this period. Now Argentina increased it % of gdp in infra to 12% in 1980, which means it never rose above 12% earlier at any point in this period.
Since SU's lowest spending % is strictly greater than Argentina's highest spending %, SU must have consistently spent a larger % of its gdp on infra than Argentina b/w 1958 to 1980.

Notably, this has to be about percentage of GDP and NOT about amount of money spent. The only answer that does this properly is E.

a) There is no correlation in the argument between public works spending and GDP. Note that the question wording is muddy about whether "public works" and "infrastructure" can be considered the same thing.

b) Spent more money? No. We know percentages of GDP. That gives us no indication of actual number amounts of money.

c) There is no evidence of this relationship. It may be true, but the argument gives no reason to believe it.

d) India and Argentina could have vastly smaller GDPs than the Soviet Union (theoretically, at least). In such a case, they would not be close to outpacing the Soviet Union. This is again conflating percents with actual amounts.

e) CORRECT. If the Soviet Union was at a minimum of 15% of GDP in 1980 and Argentina was at 12% of GDP, which we are told is an increase, then the percent amount is always higher for the Soviet Union during the time span 1958-1980.

In inference based questions the best way is to go about is to eliminate answer choices

(A) The size of a nations GDP cannot be inferred. The passage only gives us number of soviet works commissioned and the % of GDPS for different years.
(B) A higher % does note mean a higher absolute number. Even if India spend 20% of its GDP which is higher than 15% for Soviet, the GDP of Soviet may be bigger as compared to that of India and hence the absolute value of India'ss spending may be much smaller even if the % spent is higher.
(C) No such connection is estabilshed. The argument just mentions that facts that number of works commissioned dropped for soviet. It doesnt establish a connection.
(D) No such prediction can be made. Not inferrable.
