Imho, both D and E are correct.

No, logically the first sentence is wrong (even though it is from Collins). The correct sequencing would be:
The ideological make-up of the unions
IS now radically different from what it
WAS. (Before present ---> past)
The ideological make-up of the unions
WAS then radically different from what it
HAD BEEN. (Before past ---> past perfect)
Past perfect must have another time reference in past - a very clear rule in GMAT.
Thus Option D is wrong and option E is correct... corrected OA.
