I chose (E) People sometimes take risks as individuals that they would not take as part of a group.
because i inferred that it is consistent with the explanation that people in group do not take risk; but people individually takes risk sometimes

In (d) The only risky projects undertaken are those for which a single individual has decision-making power.
i eliminated this because its clearly mentioned in argument that no risky projects are undertaken in bureaucracy

Please explain how D is correct over E ??

In this question, is option B wrong because of the word most?
Had the option been - Judged by the number of accidents per licensed vehicle, minivans are no safer than other kinds of vehicles are.
then would B the correct answer??
