B must be the answer.
We need an answer that fixes the problem, that after installation of the cameras why the crime rate has not gone down. We must remem that answer choice cannot afford to have the influence of camera not mentioned in it. We need to fina a mid way between the two contrasting argument.
This is the reason why D is not the correct answer

The question does not ask us to explain why the amount of teenage violence rose. The KEY lies in the question stem: explain why acting failed to achieve its goal. Don't need to find the answer that explains why the amount of teenage violence rose. Just find the answer that explains why the acting failed to achieved its goal. The goal will fail if the amount of teenage violence and drugs among students is equal or greater than that before installing cameras.

B explains why acting on the consultants' recommendation failed to achieve its goal. B is correct.

Some good points.

Notice this uses the "Helps Explain: Framework #2 - Expectation vs Actual" Framework from the CR Pill.

Here are some visual diagrams showing the expectation is that installing outdoor surveillance will lead to decrease in violence (A --> B).

But the actuality is that installing outdoor surveillance will lead to the opposite - an INCREASE in violence (A--> !B).

So the question is why this difference? We need to go into the answer choices with something in mind already - something that says or explains why there would be an increase in violence despite our initial expectation.
