I went with E.

Recently, a city-based pizza dine-in cum delivery outlet used an unmanned drone to execute a delivery by taking the aerial route. In an interview, the owner of the outlet said “Since Shenchen is a city that is largely plagued with heavy traffic congestion, aerial drones is the only way to increase revenue in a business, such as ours, that promises to deliver pizzas within thirty minutes”.

Which of the following statements, if true, most strengthens the owner’s argument?
The owner's argument is that the drones are the only way to increase revenue
A. The revenue has been steadily declining for the outlet for the past few years.
This does not mean that the drones are the 'only' way to increase revenues; also, as the passage does not mention that congestion has become worse, information about a drop in revenue is not useful
B. The drones are extremely cost efficient and test results show that cost per delivery using a drone is significantly less than cost per delivery in the current model that is used by the outlet.
As other posts note, this is cost- rather than revenue-focused. I'd also argue that whilst this strengthens the owner's business case, it doesn't strengthen their argument, which was interested in the logistical, rather than financial, advantages of the drones.
C. Citizens of the city prefer a cash-on-delivery system where bills are paid in cash once the customers receive their delivery.
This would weaken, not strengthen, the argument as presumably the owner has not yet invented drones with impeccable customer service...
D. Continuous rainfall, that has an adverse impact on heavy aircrafts, is rare in Shenchen.
The statement might strengthen the argument were it not for the phrase 'that has an impact on heavy aircrafts' - this phrase makes the statement irrelevant to drones, which are light aircrafts.
E. The customers of the outlet do not prefer dining at the outlet since its neighboring area is plagued with heavy traffic congestion.
This reinforces the idea that traffic congestion is a problem, and more specifically rules out an alternative mode of revenue for the owner; this supports the view that drones are the only way to increase revenue.

E hints at two things:

1) Increased neighborhood traffic
2) Decrease in revenue of the joint

They are related : since the neighborhood is plagued with traffic people do not go to the joint and there is a reduction in revenue. So the only way to increase the revenue is by delivering the food to its customer assuming they really like the food at this joint. As delivery is done using a drone as no other alternative is present

ab2014, you might want to play around with the questions.

Although (E) is probably the best answer here, I think as the argument already states that it's a "delivery outlet" business, the option of (E) "dining at the outlet" can be sometimes considered out of scope as well.

But either way, great effort!!!

It is between B and E. E is better because negating it breaks the argument. B talks about cost not revenue. Hence E

The manager has highlighted "promises to deliver pizzas within thirty minutes" that shows they are concerned about their delivery problem, not the dine-in... but E has nothing to do with it.
