this is truly confusing, but I believe the answer is

Not Permitted - Buying more than 70% of a component from one country.

Explanation: E can be eliminated.
D is not right because there can be 2 suppliers: country X and one other foreign country. (A,B,C,...)

I believe the phrase " for any individual component " makes E a correct answer choice for  Not permitted section  as this phrase makes it a compulsion to have minimum of two suppliers for  each and every  component used whereas in the contrary option E is saying that a components used is purchased from a single supplier.

Also, the phrase " for certain medications " makes A an incorrect answer choice for  Not permitted  because the word " certain " has a limitation that it does not include each and every component used and hence it cannot be precisely ascertained that the component whose 70% quantity has been bought from a single country is certainly that component for which the regulation is made.

I have confusion about the OA for "Not Permitted". Official answer E states " Manufacturing a drug whose components are all from a single supplier" but the passage said nothing about purchasing from a domestic single supplier and clearly stated that this restriction is applicable for imports. 
On the other hand, option D could be a more reasonable answer because it talks about a single supplier from outside the country. Though the passage didn't put the condition that the supplier is the only one outside the country X.
In that way, both D and E are not perfect answers. Why cannot D be the answer then whereas E can be?

If you read the passage, it says that it cannot use more than 70% of components from a single country which implies that it cannot manufacture drug whose all components are from a single country

The passage says that it can use components from outside the country but can at most take 70% only. So D is incorrect and E is correct.

How can option E be correct for not permitted? The stem only states that the company needs to have at least 2 suppliers on hand, and it further justifies this by saying "and safeguard the uninterrupted supply of critical medicines"

I would take this to mean that it needs to have more than 1 supplier on hand in case the main supplier falls through in delivering the component. It nowhere states that the drug must be made from the component wherein some of it is bought from supplier A and the other from supplier B. How can we mark E? It could very well be that the company has 10 suppliers on hand for backup reasons but their main one delivers them all the component needed to make the medicine (considering the medicine is not under the category of the 70% from one country rule)
