Let the each of 4 crates have weights a,b,c, and d pounds.
We are asked to find the value of a+b+c+d.

(1) As per this statement, (a+b+c+d)/4=200
=> (a+b+c+d)=800
Thus, sufficient.

(2) Let's assume a+b=3(c+d)
So, a+b+c+d= 3c+3d+c+d=4c+4d
However, we do not know the values of c and d.
Thus, insufficient.

Therefore, the correct answer is option A.
