/let the roots be $$a_{1}$$ and $$a_{2}$$
product of roots= $$a_{1} *a_{2} = \frac{c}{a}$$
and sum of roots = $$a_{1} +a_{2}=-\frac{b}{a}$$
Stmt A :product of roots= $$a_{1} *a_{2}= 16.=c/a$$ not sufficient
Stmt B : sum of roots = $$a_{1} +a_{2} =-b/a$$
$$a_{1} =4a_{2}$$ not suffcient
Combining a and B
$$a_{1} *4a_{2}$$ = 16
thus $$a1= \pm2$$
hence since their are two values.
Value of b can be 4 or -4
not unique
Thus not sufficient
