Wow that's definitely an enigma. I think if I were you I would go with the higher quant, because that generally gives them an assurance that you won't bomb out. I might be tempted to throw in the other score though in the optional essay.
If you are applying to January term for INSEAD they accept all your scores but I imagine that's not the case.
If you are applying for the upcoming season I would definitely retake (get a tutor to accelerate), but if you're applying for round 3, it might be best to put all of your emphasis behind the applications.
I sometimes advise that my clients do a great job on the applications and then retake the exam in a couple of weeks or a month and indicate that in the optional.
If they're not interested in your application then there is no test score that will get you in the door.

I took the GMAT twice now, with the same score but different breakdowns. What score should I apply with?
Score 2 - (710, V42, Q45, IR8, AWA 5.5)
Score 1 - (710, V40, Q48, IR4, AWA 5.5)
I re-took the exam to try to get a 730 to be competitive for M7 schools and raise my IR but my Quant score dropped by 3 to make overall score the same. Should I re-write, I think I can get 49 in Quant if I study hard and should be able to stay between 40-42 for verbal.
