Today, I came across a sentence which employed the pronoun "whom" and ended up spending a few minutes on interpreting the correct usage.
I have posted the sentence and my reasoning below; please feel free to share your feedback on the same.
Chinese Canadian billionaire, Xiao Jianhua, whom the authorities picked up from his luxury Hong Kong apartment in 2017, pleaded guilty to bribery and other financial crimes.Here, in the clause, "whom the authorities picked up from his luxury Hong Kong apartment in 2017", the subject is authorities and the object is whom (Xiao), so this is the correct usage of object pronoun whom.
If this clause was written as "who was picked up by the authorities....." then we have who as the subject and authorities as the object and this is the correct usage of the subject pronoun who.

Yes, this is correct. The second sentence uses passive and hence the receiver of the action becomes the subject. For that, we use subject pronoun.
You can try to replace it with he/him in the relative clause to be more confident.
The authorities picked him .. (him - object)
He was picked up by the authorities ... (he - subject)
