y yellow, 30 blue balls. Maximum value of y if probability (p) of picking a yellow ball is < 2/5.

y- yellow
30 - blue
Total = y+30

(p) of yellow over total is y/ (y+30)

y/ (y+30) < 2/5
solving above, by cross multiplying
5y < 2(y+30)
y < 60 / 3
y < 20
therefore, max value of y should be 19.
