THE PROMPT
System, singular.
System is the "head noun" in the noun phrase "a system of underground tunnels."
The prepositional phrase of underground tunnels describes and is thus a modifier of the main noun, system.
• Modifier placement?
Remember the "Touch Rule": almost always, a noun modifier should be placed adjacent to (should "touch") the noun it describes.
THE OPTIONS
→ The plural verb were does not agree with the singular subject system
• Poorly placed modifier
→ what does with a complex communication network modify? Scale? The system? The building of the system?
→ we are working too hard to understand
• IDIOM ERROR
→ correct: in the event OF a national emergency
→ wrong: in the event a national emergency
ELIMINATE A
• Subject-verb agreement—same problem as that in option A
• Modifier error
→ which has a complex communication network should modify system, but appears to modify scale.
Although the antecedent of which can sometimes be far away, except in very rare circumstances, which cannot "jump back" over the verb
