That's great you have a new opportunity. I think 9 months will be sufficient time to show progress in a new position and still ask the new minister for a recommendation letter. Schools value seeing progression in your career so if this is a promotional position, then that's even better. I also think that 2 years is a good amount of time to put into a role, and changing now won't be considered too jumpy. So if the new job is interesting to you and aligns well with your goals, I would go for it!
Note that you will need a 2nd recommender when you apply, which could be someone you've worked with in the past.

Hello, my name is Tuymurod. I from Uzbekistan. I work in the Ministry of Economy and Industry of the Republic of Uzbekistan since november 2017. I wanted to apply for 2nd round to HBS with recomendation letter of our minister (I have worked with him 2 years). Recently got GMAT exam, but rejected results (which were not good). So now I want to apply for 1st round next year to HBS.
Besides that, I want to change my job now. I want to work in the Ministry of Foreign Affairs. My question is should I change my job? (If I will leave my job now, our minister will not give me recomendation letter). Will it be right, if I will get recomendation letter from new ministry which I want to go (I will get recom. letter from minister which I will work only 9 months)?
