I am confused about the use of that, though I selected E, not quite sure the exact problem with A

To answer your query, in Option E "that" refers to "rate".

Further, the only drawback in Option A seems to be that it is less direct and wordier than Option E; please note that since this is a self-made question it might not be entirely reflective of the GMAT.
