Have doubt in E ..is use of "that" correct..imo it should be those..

Maybe the second part of the sentence refers to "rate".

Does someone have any idea?

To answer your query, in Option E "that" refers to "rate".

Further, the only drawback in Option A seems to be that it is less direct and wordier than Option E; please note that since this is a self-made question it might not be entirely reflective of the GMAT.
