Because, if we read the sentence with ''possibility to attain'' it may imply that '' Expected drop in X severely impede the possibility in order to (similar to ''to) attain an economic growth ...''. - illogic meaning.
D - option is grammatically correct and gives precise meaning without abovementioned mistakes.
E - it has the same error as in option C.

If we compare B to D, D uses word ''diminish'' in the question stem and therefore it does not change the intended meaning. Hence, D is our winner.
