A - (1) Wrong use of verb - The expected drop could be a serious impact - could have a serious impact, (2) Wrong use of preposition - the impact is on nations and not impact to nations. Incorrect choice.

B - (1) Unnecessary use of preposition - Give the structure "X could impact Y" we don't need any preposition before Y to connect X's impact to Y, (2) Wrong use of verb - infinitive Version incorrectly used. Incorrect choice.

C - (1) Unnecessary use of preposition - Same isse as B. Incorrect choice.

D - (1) have - correct verb, (2) diminish - means reduce so is correctly used. The intended meaning is coming out clearly - "the possibility of attaining over 10% growth is reduced because cotton prices are falling." Correct.

E - (1) have - correct verb, (2) impede - means hinder or obstruct and when adverb severly is added the sentence doesn't convey the intended meaning - infact it says "the possibility to attain over 10% growth is hindered or held back" (3) Wrong use of verb - infinitive Version - possibility to attain - incorrect.

Therefore, option D is the correct answer.

IMO the answer should be D.
Two idioms are tested here. First is possibility to + verb vs. possibility of + gerund or noun. Second is impact vs impact on.

(A) be a serious impact to agrarian nations and severely diminish the possibility to attain

this option is incorrect as drop in something cannot be 'a serious impact'. It can either have an impact on ssomething or impact something

(B) seriously impact on agrarian nations and severely impede the possibility to attain

this option is incorrect as 'impact on agrarian nations' is not the correct use of the idiom. It should be either 'seriously impact on agrarian nations' or 'have a serious impact on agrarian nations'

(C) seriously impact on agrarian nations and severely impede the possibility of attaining
same problem as in B

(D) have a serious impact on agrarian nations and severely diminish the possibility of attaining

clear, parallel, and free of mistakes

(E) have a serious impact on agrarian nations and severely impede the possibility to attain

B and C can't be answers as they don't sound grammatically correct either it should be 'seriously impact agrarian nations' or 'have a serious impact on' . Hence answer should be between D and E. IMO D seems more fitting.

so option A, B and E are out
Now lets compare option C and D
(C) seriously impact on agrarian nations and severely impede the possibility of attaining
(D) have a serious impact on agrarian nations and severely diminish the possibility of attaining
In option C, impede(to hinder) the possibility(a number) is awkward whereas in option D, diminish (to make less/reduce) the possibility is correct. Because we can increase or decrease a number but not hinder it.

"possibility OF ATTAINING" is the correct idiom, not "possibility TO attain". We're down to C & D.

"seriously impact ON agrarian nations" is unidiomatic. Plus, severely "impede" changes the meaning, because we're talking about a diminishing possibility, not about completely preventing it. So C is out.

And D is our answer.

My Answer: D

Option A: could be a serious impact to is incorrect usage and idiomatically incorrect.
Option B: seriously impact on is again incorrect usage and idiomatically incorrect.
Option C: Same as Option B.
Option D,E: have a serious impact is correct usage. The difference is between impede the possibility and diminish the possibility. According to me, diminish the possibility is better usage since possibility or probability of something happening can be reduced but can't be impeded or stopped.
