The phrase "seriously impact on" is grammatically incorrect. It should be "seriously impact agrarian nations"

same mistake as option B

"Have a serious impact" and "severely diminish" are parallel verb phrases that effectively convey the potential consequences of the expected drop in cotton prices

In this context, possibility of attain/attaining is gramatically correct. So we can right away eliminate A,B and E.

Now option C says " Could seriously impact on agrarian nations..". The use of (form of) serious seems fine. But
Option D seems a better choice in thay regard "Could have a serious impact on .. " And it maintians the same meaning we want to convey.

So answer is D
