Correct idiomatic construction is 'Seriously impact'
(A) be a Serious impact TO agrarian nations and severely diminish the possibility to attain INCORRECT
(B) seriously impact ON agrarian nations and severely impede the possibility to attain INCORRECT
(C) seriously impact ON agrarian nations and severely impede the possibility of attaining INCORRECT
(D) have a serious impact on agrarian nations and severely diminish the possibility of attaining CORRECT
(E) have a serious impact on agrarian nations and severely impede the possibility to attain
Later part of the construction is awkward. Possibility is decreased or diminished but not impeded. INCORRECT

Option D is the answer IMO
