The right answer is C.

In A, with the intention to modifies paintings. Since buildings cannot have intention, A created an illogical meaning. We can eliminate A based on this.
The intention of which is in B is unnecessarily wordy. We can eliminate B based on wordiness.
and intending in D suggests that intending has to be parallel to something in the sentence and there is no element that can be made parallel to intending.
so intended as is awkward and wordy compared to C, which is more concise. In C, paintings intended to implies that whoever creates the paintings has the intention and not the paintings themselves. So C is correct.

The -ed modifier is modifying the previous clause "often in the form of portraits"

Is there a better reason for elimination of C other than "wordiness"? I went with C but I can't find any grammatical errors in B.

As per choice C the correct sentence should be "intended to help ..........artisitic endeavors.".
I feel that this phrase "intended to help the painter make a living while pursuing other artistic endeavors" is a modifier, but I could not figure out what exactly is it modifying.

Since it is a verb-ed modifier, who is the doer of the modifier and the modifying entity?

If we remove the comma-pair, the sentence structure looks like:

Artists create paintings, often in the form of portraits, intended to help the painter make a living while pursuing other artistic endeavors.
Artists create paintings intended to help the painter make a living while pursuing other artistic endeavors.

The main clause is Artists create paintings. These artists do so with some intent. However, as per the aforementioned sentence, it seems as if paintings are intended to do something, making it illogical.

Please provide a complete analysis of this question and help me in understanding this question by pointing where I am stumbling.

Option A - INCORRECT speculative as usual. It seeks to say the intent of the statement but not logically as the writer would have preferred it to be written and expressed. It is thus a wrong option.

HI, The word "with" does not fit in this type of sentence structure is very broad, can you be more specific, when with doesn't fit.

We can't expect past participles to always follow that pattern. They can, but it's not as if they must. Take a look at this question:

1. Along with the drop in producer prices announced yesterday... ← Here announced is an adjective (for the noun phrase the drop in producer prices). It describes a noun, and nothing else.

As per option C, intended should modify the preceding Noun i.e. Portraits. Are the Portraits intended to help the painter make a living?
Or the Artists create paintings - Intention of the Artists is to help painter make a living?
