Hello, I am from Brazil and received the same e-mail (but asking for certificates) just the day after the application deadline. So, my conclusion is opposite to yours: they started with Americas and, now, are looking at Asian applicants. Maybe they will send invitations to interview right after finishing this round of checking the completion of materials. Best,

I believe Haas reviews applications by regions

I am from Vietnam and received the email that said my file is ready for review one week ago. I haven't sent my IELTS official result yet and don't know whether it is necessary to send and the exact address to send my IELTS score. Does anyone have any idea?

I believe that you can report and they only need the official when you are admitted. I think that if they needed the official report they wouldn't have sent you the e-mail saying that your application is complete. Don't worry about that!
