Then why do have the provision of uploading caster certificate in the application
I was avoiding a long answer. But, here we go:
IIM A/C/I & ISB don't even ask you the category. IIM L asks as an optional Q, only for statistical purpose. IIM B alone decided to "support the reservation policy" for EPGP from 2020/21 onwards.
However, the avg GMAT or career profile for IIMB EPGP has not changed much over the past 5 batches (2-3 batches either side of this decision). Applicants who still qualify for EWS & OBC-NC due to low family income (self & parents) clearly wouldn't have a strong career profile. But, we don't see such weak profiles.
Coming to SC/ST now. The overall GMAT scores & batch profile remaining almost same over this period points towards one of these possibilities:
Possibility 1. There is a reserved "quota" of seats, but incoming SC/ST candidates are just as good as unreserved sections. Otherwise, the avg GMAT & career profile for the batch would have gone down significantly. So, the "reservation" shouldn't cause any heartburn to applicants from unreserved sections as the "other" side is just as deserving. Also, SC/ST applicants with weak profiles shouldn't assume their admission would be an outcome of their birth, unlike many other avenues they might've availed earlier, because they face fierce competition from epic profiles within their category.
Possibility 2. The "category" doesn't get your a "quota" on seats, but just a few "points". So, this can sway boundary case decisions in favour of the "reserved" over someone "mild better deserved". This "mild discrimination" can cause a justified "mild heartburn" to some unreserved applicants. Also, SC/ST applicants may see a ray of hope here only if they're confident of getting in with a "mild" push of 2-3 points. As for those with weak profiles shouldn't assume their admission would be an outcome of their birth, unlike many other avenues they might've availed earlier, because they face fierce competition from "mildly less epic" profiles within their category.

As mentioned at multiple locations on their website and in the information brochure, IIMB does follow GOI reservation policy (not just caste based, means based as well).
Having said that, should a person with 640 GMAT be really concerned about reservation (or feel relieved for that matter) is something to think about!
The last line was harsh. Hilarious. And true. But, harsh enough to cause "mild heartburn".
