I requested a letter from my undergraduate institution stating that the method of instruction was English and submitted that to admissions last year. It was enough.

Seems a bit of an overkill. You can just get a letter from your college.

To reiterate the official response:
"To be waived from the TOEFL, we would need some documentation from your university that the medium of instruction throughout your program was solely in English. If you choose to take and submit at TOEFL score, your application will then remain incomplete until we have received your score report. This will only affect your application in terms of the timing of review, as the Admissions Committee can only review a complete application."
I managed to get the letter from undergrad school in a day so it was sorted out pretty quickly.
