Unfortunately, scholarships for international students are scarce. Most of the time, international students will be given loans (usually at competitive rates) rather than scholarships. Financial aid application will let you be selected for the loans.
As for scholarships, if you did not receive it with the admit letter, then unfortunately, you did not receive it.

Good question. It depends on how much savings you show and how much you are planning to borrow. You will get to see all this information when you get the post admit related emails by early Jan. Generally, if you take the graduate housing, your loan
covers both tuition and living but if you don't opt for graduate housing, your loan may only cover a portion of tuition + living expenses. I wont be able to tell you what total amount you will get as Kellogg fin aid department has a formula of sorts that it uses to figure out the disbursement amount.
