Valid co-relation. However, on comparing rankings, Bloomberg 2016 rankings (comes out in Mid-November), there was a substantial jump in RICE rankings.
All these ranking systems are different and with different metrics, they just play around with us (candidates)
Thus the root question still stands, why this dip???
