Does Ross waitlist Round-1 applicants without interview? If so, what is the rough probability of that scenario?

Hey guys,
An Indian Male here, but non-IT.
Need some help regarding whether I have a shot at Ross in R2
GMAT: 680 (Q48, V35)
WE: 4.5 yrs with EY in consulting & research (excellent career progression and coveted awards); 2 years as an entrepreneur (presently running my own textile business - manufacturing, trading and wholesale - sales of INR12 million and reaching INR16 million this year but unable to turn a substantial profit)
GPA: poor (59.4%
) but graduated in business from a top-tier college of Delhi University
Extra-curricular: Quizzing since college. Have won at university-level and corporate-level (Have even won quizzes that were aired on national TV)
Post-MBA goal: Short-term: IB/Consulting, Long-term: PE

This is only based off of an educated guess (R1 application, interview, awaiting decision) and a short conversation with an adcom member:
I think you are on the right path, outlining short/long-term goals while mentioning how specific classes, clubs, experiences etc at Michigan will help prepare you to achieve these goals.
I truly believe that Ross wants to get to know you as a person. With that in mind, I'd stick to writing about what you are passionate about and how you are going to be a change agent by leveraging that passion in business & society. Use your ST/LT goals as the framework for these accomplishments. Overall, I get the feeling that the Ross Adcoms really want to understand who you are and what motivates you, so be yourself!

although I really have no idea if they'll treat me as a domestic or international applicant (American in China)
