I didn’t receive an invitation yet

Being from an over represented ethnicity, I’d suggest to apply with a score, there are better chances to be selected. I will be sending them my score as soon as I give the standardized test

No, I think it's the same. You just need to submit an additional essay explaining why the adcom should grant you a waiver based on your background.
