IMO, A is the correct answer. Rest all are weakeners. Lets' analyze the options:

A. Schwartz has a larger population than Talsberg does.
Size of the population has no co-relation with gym-membership. It does not weaken the argument.

B. Most citizens of Talsberg work in Schwartz and have memberships in gyms there.
It says that, most of the memberships in Schwartz are taken by citizens of Talsberg.

C. The average price of a gym membership is lower in Schwartz than it is in Talsberg.
It weakens the argument by attributing the higher membership in Schwartz to the price being low.

D. A large, free community gym open to all is available to the citizens of Talsberg.
It weakens the argument by saying that people of Talsberg may be excersizing more than equal to people of Schwartz at the free gym. They don't need to buy memberships.

E. The average citizen of Schwartz spends less time at the gym per week than does the average citizen of Talsberg.
It the says the opposite of the conclusion drawn in the argument. Therefore, weakens it.

A) As town S has more members that is why they have more memberships, but town T can have a higher percentage of gym enrolled citizens. (weakens)
B) If more than half of the town T citizens workout in town S, This would make it hard determine the conclusion, (Weakens)

Going through looking for not just 1 right answer but 4 wrong ones. A. well if the population is larger than that could easily explain the difference in memberships. so not it. B. Same idea here. C. While my initial thought is well a lower price means more people are buying memberships who aren't using it. But that is an added assumption, So C is safe. D. A free community gym would remove the need to purchase D is gone. E. This is a more detailed version of A. So gone. This leaves C.

Conclusion: More membership in Schwartz than in the town of Talsberg means more frequent exercise.

Pre-Thinking: Anything that show there is no correlation between membership and frequency of gym will be weakening the conclusion.

Option A,B and can be eliminated easily.

C. The average price of a gym membership is lower in Schwartz than it is in Talsberg.

This option only explain the reason for more membership in Schwartz and does not attack conclusion in any way.

E. The average citizen of Schwartz spends less time at the gym per week than does the average citizen of Talsberg.

Option E does weaken the argument by showing less average time spent means less frequent exercise, It depends on less time indicator of less frequency.

Overall Option C is the best weakner.

The answer to this question is (E).

The question is an EXCEPT question asking about weakening the argument. To answer this correctly I first identified the claim as "the citizens of Schwartz exercise more frequently than do the citizens of Talsberg", then I looked at each answer choice and kept note of which ones would weaken it. Another good way to approach this is to determine what the unstated "assumption" would be - in this case it would be that more memberships at the Schwartz gym means more frequency of exercise. As it is an EXCEPT question, I am looking for the answer choice that either strengthens the claim or provides nothing that would weaken it. Below are each of my reactions to the choices and how I interpret if they weaken or not. The weaken focus would be on weakening the claim or making the assumption invalid.

A. Schwartz has a larger population than Talsberg does.
(yes this weakens the assumption as this sheer population difference could affect memberships and doesn't necessarily affect exercise frequency)

B. Most citizens of Talsberg work in Schwartz and have memberships in gyms there.
(yes this weakens the assumption as the citizens from the other town would be inflating numbers of memberships and doesn't necessarily affect exercise frequency related specificially to Schwartz citizens)

C. The average price of a gym membership is lower in Schwartz than it is in Talsberg.
(yes this weakens the assumption as a cheaper membership means people could just have more access in Schwartz and it doesn't directly mean they exercise more or less frequently than Talsberg)

D. A large, free community gym open to all is available to the citizens of Talsberg.
(yes this weakens the assumption as a free gym means people could just have less memberships even though they have gym access in Talsberg and it doesn't directly mean they exercise less frequently)

E. The average citizen of Schwartz spends less time at the gym per week than does the average citizen of Talsberg.
(this answer does not directly affect the memberships part of the assumption and does not directly mention frequency, it only discusses general time spent.)
