In this case, its basically just about a simple breakdown of the question in itself.
"some consultants argue that..." -> We have a comment, we argued according to an already in the sentence before defined goal and used it to conclude, that we should implement the goal (But this is not the main-part of the argumentation here).
A) Out; Not an argumentation
B) Hold
C) Out, we are talking about "some", not "popular approach"
D) Hold
E) Hold // Out, as we know, that nothing gets supported there.

"Therefore, the very goal of.... , best be served by..."
B) hold, as this correctly concludes, that we are talking about the "main conclusion"
D) This is not a challenge. This description would fit far better for "However, this recommendation may not always serve that goal.".

A calls the first statement a recommendation — this is subtle, because the consultants' statement is more about what “should” be done, which sounds like a recommendation.

But the passage attributes this recommendation to consultants, not to the author. So the first statement acts as a reported claim or position, not the author’s own recommendation.

B) Correct.
The first boldfaced part is indeed a general claim or position held by some consultants — they argue flexible scheduling increases productivity. It’s less of a direct recommendation from the passage’s author and more a statement of a popular viewpoint.

The second boldfaced part is clearly the main conclusion the passage arrives at — that fixed schedules may better serve productivity sometimes.

According to me option D is right as 1st statement says that flexible schedules should be implemented and the reason for it. and 2nd statement says that the goal can be achieved by using fixed schedules so it contradicts in a way.
A says that consideration is presented that qualifies the recommendation. But as I said it does not qualify the recommendation.
B says about experts but that is not mentioned in the passage.
C says that evidence is provided but that is not true
E talks about a prediction but 2nd statement talks about possiblity and benefits of fixed schedule.
