Paid through credit card only...but amount deduction possible?

I haven't heard of any additional charge over $250/- if paid by a credit card and yes I am from India.

Will there be any additional fee from the bank other than 250$, as its mentioned in mail invoice that reverse charge will be applied?

Any add. amount of 400rs deducted form bank....anyone aware of this?

If paying by credit card, then no additional charges.

In case of a debit card, your bank may levy charges as it is an international payment.

i don't have credit card is there any other way

GMAT accepts payment using credit card (preferred by most applicants).
However you can also pay using Mastercard or VISA Debit Card but it will surely involve some amount charged by your bank if US$ is an international currency for your country.
They also accept money order or cashiers cheque. (Please confirm details with GMAT. You can use this link:https://www.mba.com/service/contact-us)
Maybe you can consider requesting one of your family members, friends, or relatives having a credit card to pay up to GMAT and you can transfer money to them online or pay them by cash.

i paid using my DEBIT CARD ( master card - international debit card type) and the amount deducted was 17,924( in rupees) i.e. actually less than 250$ taking the current conversion rate , and i did this a week ago . so basically no additional amount , crosscheked the figure from my bank statement !

I had registered for GMAT Online exam in Sep-2020 using Axis Bank debit card. At that time, Online exam fee was $236 and I was charged Rs. 17,967.90/- as apparent from bank statement. The bank website states that online international payments are subject to 3.5% additional bank charges. The forex rate at the date of registration was around 73-74. So, the total amount levied apparently includes additional bank charges considering the forex rate that time.
