What is the role of "," before "and" here?
If you have your answer sheets, and if you have your question paper, you may begin the test now.

I think "your question paper" must have an invisible " have" in front of it. In such case comma is used.

Correct me if I am wrong.

Hello apdevrarii,

We hope this finds you well.

Having gone through the question and your query, we believe we can resolve your doubt.

In the sentence, you have quoted here, the comma joins the conditional phrase "If you have your answer sheets" to the clause "you may begin the test now".

We hope this helps.

All the best!

isn't the next part after ", and" should be a complete sentence?

Even if what follows "and" is not an independent clause, it's OK to put a comma before "and" to create a pause for emphasis.

So, the (B) version is OK, though it would be better without the comma.

That said, this question is kind of silly since the (A), (B), (D), and (E) versions are all arguably OK.
