First of all, the answer choices either have a comma or semicolon after income. You can start evaluating this question by examing the semicolon in the question stem to see how it is used. In the question stem, the use of the semicolon after income is incorrect because semicolons connect two independent clauses. In other words, both clauses of a sentence with a semicolon should be able to stand alone and make sense as two completely separate sentences (e.g. I ate too much food; I have a stomach ache.)

In the question stem "and forty four percent in 1984" is after the semicolon and it does not make any sense as a stand alone sentence so you know it is used incorrectly. This eliminates answer choice A.

Answer choice B corrects the semicolon issue in the original sentence by creating a complete clause after the semi colon.

Answer choice C has a comma instead of a seimicolon. Commas can also connect two independent clauses (similar to a semicolon), but the difference between a comma and a semicolon is that commas must have a conjunction (and, but, for, nor, so, etc.) to connect two complete thoughts (e.g. It rained all day, but I went swimming anyway.) This answer choice can be eliminated because although it correctly pairs a comma with a conjunction, the rest of the sentence ("in 1984 forty-four percent") cannot stand alone as a complete sentence.

Answer choice D can be eliminated because there is no conjunction used with the comma.

Answer choice E can be eliminated because "that" is used incorrectly. The word "that" is typically used with no comma for restrictive clauses. A restrictive clause limits the meaning of the subject in some way (e.g. The green ice cream THAT has chocolate chips is my favorite....so its not just the green ice cream that I like, it is specifically the green cream WITH chocolate chips). In answer choice E, it is not necessary to the understanding of the sentence to limit the meaning of the income to the forty four percent.

353. In 1973 mortgage payments represented twenty-one percent of an average thirty-year-old male’s income; and forty-four percent in 1984.
(A) income; and forty-four percent in 1984
(B) income; in 1984 the figure was forty-four percent
(C) income, and in 1984 forty-four percent
(D) income, forty-four percent in 1984 was the figure
(E) income that rose to forty-four percent in 1984

E is wrong... as 'rose to forty-four percent in 1984' modifies income... which is not correct... the placement of that makes income a subject which and then the following clause modifies this subject... Therefore wrong..

After the semi colon ; the clause should be a related independent clause. Hence A is out..

D has a awkward construction and can be dismissed....

Left out is B and C....

In C... it is not clear what is forty four percent... the income.. or the mortage figure.. hence out....

B is perfect.. as it is an independent clause and clearly states 'the figure' which is used to refer back the mortage %...!

Hence B is perfect!

B fits really well. I try to avoid cases with "that" etc unless the other choices fail me.

Navigator thanks for the detailed explanation.
Looks like "," should be used only with conjunctions and "that" should be used in restrictive clauses.

+1 B

The semicolon creates a fragment, not a clause, in C.
