where have they specified such a requirement?
This is the message received by one of my candidates who has a 3Y UG from Delhi Univ: Dear XXX,
Your message regarding graduate eligibility has been referred to me. Please be advised the Graduate and International Admissions Center requires for graduate consideration a first degree from overseas comparable to the US four year bachelor’s degree. This office does not consider the three year bachelor’s degrees from India (or Germany, France, Sweden, Denmark, Poland, Pakistan, etc.) to be fully comparable to the US bachelor’s degrees. This has been our policy for the last 45 years and we have compiled a list of comparable degrees which we put on our website some five years ago:

We of course are not able to speak to policies at other institutions but our policy is similar to that found at many other universities.
