A. is looking to its waterfront as a way to improve the quality of urban life and attract
B. is looking at its waterfront to improve the quality of urban life and attract
A and B are wrong because the subject is the "number of communities" "that are" "is" is the wrong verb.
C. are looking to their waterfronts to improve the quality of urban life and attract
CORRECT
D. are looking to its waterfront as a way of improving the quality of urban life and attracting
"its" doesn't fit with the plural subject "communities"
E. are looking at their waterfronts as a way they can improve the quality of urban life and attract
"as a way that can" is unidiomatic, C is more clear

to ustand the resoning better . If i were to replace 'Cleveland is but one of the many' with 'Cleveland is one of the many' , then we would be refering to Cleveland as the subject and the following section of the sentence would be singular. Ofcourse the meaning would be entirely diff. Is that a rite thing to state ?

The verb remains plural, the absence of "but" doesn' t change the subject of "looking to their (...)", so "are" is still correct IMO.

The question is of form:

one of X THAT Y

X is plural here. Hence Y should be plural as it is preceded by THAT.

Leaves us with the following:

C. are looking to their waterfronts to improve the quality of urban life and attract
D. are looking to its waterfront as a way of improving the quality of urban life and attracting -- 'its' is singular hence incorrect
E. are looking at their waterfronts as a way they can improve the quality of urban life and attract - "as a way they can" is awkward

Meaning is again key here.
The subject in this clause is Cleveland. But "that" in subordinate clause refers to "large number of communities" that are......
Tricky question, initially I missed it too....
