I am an international student, but didn't face this issue. Try talking to different banks/money exchange centres?
There is an email address provided in the admissions package for this very problem. You could send an e-mail detailing the problem. If they don't respond, I'd suggest sending an e-mail to your interviewer to help with this issue.

Hey guys,
I have been admitted to RCM. I plan on accepting the offer and will pay the deposit in the next couple of days.
I was wondering if anybody here is planning to use prodigy or any other financing company for the funds? I got a provisional offer for US$ 26,300 from prodigy but not sure how to make up for the rest. Anyone here has anymore information on how can an international student (Indian based out of Dubai) obtain financing from within Canada? I understand that RBC and BMO have tie-ups but require a co-signer. I have a co-signer who is a dual citizen (canadian and american) but lives and works out of USA.
Unfortunately, since I'm an NRI, obtaining student loan from India is not very straightforward either.
Appreciate your help.
