What the author wants to convey?
There has been a threat, though measures were taken to counter it the threat exists.
Problems
Problem 1 : Use of “like” to provide examples. One should use “such as”, so strike out option A.
Problem 2: Verb “are” is not matching with the subject “increasing global demand”, so strike out B.
Problem 3: Option D makes no sense as it changes the meaning. Look at what the author wants to convey.
Problem 4: Tie between C and E. Go for E as the examples provided are parallel in construction. “Awareness programs and stricter laws”

C provides a list - such as 'programs' not parallel to 'establishing laws' - incorrect.
D - meaning change, lack of verb creates impression of cause effect relationship.
E is the answer.
